CGXBlanker, DPMSManager update

I integrated numerous user wishes in both programs. CGXBlanker
version 1.25 now has an ARexx port, another very nice blanker module, does not get confused
by windows or screens popping up, and can optionally suppress blanking when the mouse
pointer is on the title bar.
